Vacancy for a Parish Clerk & Responsible Financial Officer

Job Title: Parish Clerk

Location: Remote work with bi-monthly meetings held in Saxtead

Hours: 5 hours per week

Salary: The salary will be paid in accordance with the National Joint Council Salary Scale rates and will reflect the applicant’s skills, qualifications and experience.
A Home Working Allowance will be paid to cover electricity/heating costs etc associated with working from home.

Job Description:
The Parish Clerk plays a crucial role in supporting the smooth running of Saxtead Parish Council, ensuring that all administrative and legal obligations are met. This part-time position offers flexible, remote working with attendance at evening meetings every other month.

Key Responsibilities:
· Administrative Support:
o Prepare agendas, minutes, and finanical reports for parish council meetings.
o Maintain accurate records of parish council decisions and ensure compliance with statutory requirements.
o Manage council correspondence, responding to emails, letters, and phone calls promptly and professionally.
o Assist in the implementation of decisions made by the council and follow up on actions.
o Act as the main point of contact between Saxtead Parish Council and residents, businesses and external organisations.
o Liaise with local authorities and contractors to ensure effective communication and delivery of council services.
· Financial Management:
o Oversee the parish’s financial matters, including budget preparation, submitting VAT claims and ensuring financial transparency.
o Maintain accurate financial records and prepare accounts for the annual audits.
· Compliance and Legal Duties:
o Ensure the Parish Council complies with all relevant legislation, including data protection and financial regulations.
o Maintain the Council’s standing orders, policies, and procedures.
o Monitor and advise on any changes to local government legislation that affect the Council’s operations.

Person Specification:
· Essential Skills and Qualifications:
o Strong administrative and organisational skills.
o Excellent communication skills, both written and verbal.
o Ability to manage finances and budgets accurately.
o Proficiency with Microsoft Office Suite (Word, Excel, Outlook)
o Knowledge of local government procedures and legislation (or a willingness to learn).
o Self-motivated with the ability to work independently and manage time effectively.
· Desirable Attributes:
o Previous experience as a parish clerk or in a similar local government role.
o Knowledge of the local area and community.
o A commitment to public service and enhancing the quality of life within the parish.
